Dash, a Soulard resident of the dog variety, was none to happy to read this post from the Riverfront Times and BB 107 currently being discussed by the St. Louis Board of Aldermen. This bill would make it mandatory for pet owners within the city limits to spay or neuter their cats and dogs or pay a $200 yearly fee. This fee would then be used in part to fund the surgeries for pets of low-income owners. Pretty ridiculous, isn't it? Dash seems to think so...Watch:
